National Tutoring Programme: guidance for schools, academic year 2023/24

The UK government's National Tutoring Programme (NTP) offers financial support to primary and secondary schools for targeted academic assistance through tutors and mentors. The scheme aims to bridge the attainment gap and improve outcomes for the most disadvantaged students. The focus is on pupils eligible for the pupil premium (PP) or those underperforming in a subject, but the programme also accommodates various educational needs.
In the 2023/24 academic year, all eligible state-funded schools will receive NTP funding in termly instalments from the Education and Skills Funding Agency (ESFA). This funding will cover 50% of the tuition unit cost, with schools providing the remaining balance using PP or other core school budgets.
The NTP funding can be used for tuition delivered through several routes: external tutoring organisations (tuition partners), in-house staff (academic mentors), or current or specially hired school staff (school-led tutoring). To ensure the quality of tutoring, the Education Development Trust provides comprehensive, free training for academic mentors and school-led tutors.
This year marks the end of the NTP, and the government hopes schools will use this final funding year to plan future tutoring. Although there is a desire to extend the tutoring scheme into the future, how it will be delivered and financed is under consideration.
NTP funding is allocated to state-funded schools with pupils in years 1 to 11 who are eligible for the pupil premium. Schools receiving higher rate funding, including special schools, alternative-provision schools, and others, are collectively referred to as special schools. The NTP allocation is determined by the number of pupils eligible for the pupil premium, as recorded on the October 2022 school census.
For the 2023/24 academic year, the funding for NTP is a minimum of £67.50 per PP-eligible pupil for mainstream schools and £176.25 for special schools. This funding will be paid in three termly instalments, with any unspent funds or funds spent outside the grant conditions to be recovered by the ESFA in the 2024/25 academic year.
NTP funding can be used to cover 50% of the total cost of delivering tutoring by the school. The maximum hourly per-pupil rates are set at £18 for mainstream schools and £47 for special schools, with the Department for Education (DE) subsidising 50% of these costs. The school's portion of the tuition cost can be financed by the pupil premium.
